If your lender came out with rates after 10 EST but Before 11EST, they may be considering a reprice for the worse.  From peak prices, we are only down .125, and this has happened very gradually.  Still, a trend has been set up from 730 that points to decreasing prices and some lenders may assume that trend will bear out and thus reprice for the worse. 

This is not a high likelihood, but nonetheless an outside possibility.
