Let’s see what’s in my electronic mailbag. “Rob, is it true that LOs can now join the MBA directly?” Yup. There’s MBA Homebase that provides loan officers with education, coaching, professional development, and a stronger voice in the mortgage industry. It is open to loan officers at every lender and across every origination channel, regardless of whether their company is an MBA member. “Rob, I watched President Trump talk about Montana being helped, financially, by Fannie and Freddie. Is that legal?” Hah, define “legal.” Montana has about 10,000 sales a year, $3 billion divided by 10,000 is $300,000. He is just saying that Fannie and Freddie are going to keep doing what they always have done: facilitate home loans? Or will Bill Pulte have state-based loan level price adjustments, which some may view as politically based? Stay tuned. “Rob, since Clinton and Congress last balanced the budget, we’ve had a deficit. Why do we care now?” First off, it’s a huge, unimaginable number, and no politician even wants to talk about it. Let’s face it: we’re spending money that we don’t have. The U.S. government, with its $40 trillion in debt, isn't the only one with a debt problem. 1 in 5 Americans fell behind on a loan or mortgage payment in 2025, according to new data from the Federal Reserve. That figure is up from 1 in 8 Americans in 2022 and marks the highest level since 2007. Why is it happening, and what will it mean for the economy? (Today’s podcast can be found here. This week’s ‘casts are presented by Experian. Experian Verify’s integration with Workday gives mortgage lenders broader access to reliable, up-to-date income and employment data, streamlining verification, enhancing efficiency, and delivering a smoother borrower experience from application to closing. Today’s has an interview with Knock’s Sean Black on the company’s buy-before-you-sell program, which allows homeowners to access their existing home equity to purchase a new home before selling their current one.)

Capital Markets
The U.S. housing market continues to weaken as elevated mortgage rates, high home prices, and limited affordability drove pending home sales down a record 7.3 percent in September and housing starts down 5.2 percent, while declining building permits signal limited near-term construction growth. Despite relatively resilient new-home sales, scarce existing-home inventory, rising construction costs, and builder confidence at a 14-year low are prompting price cuts and sales incentives, revealing the disconnect between persistent housing costs and weakening demand. Continued pressure on purchase-mortgage activity is likely to constrain new construction and reduce Agency mortgage-backed securities issuance, as high financing costs discourage buyers and limit builders’ willingness to expand supply. Although mortgage rates have crept up, U.S. Treasuries have experienced volatile, range-bound trading as investors balance geopolitical tensions, rising oil prices, persistent inflation concerns, and anxiety over elevated technology valuations. Despite inflationary pressures and a broader global shift toward tighter monetary policy, risk aversion has recently supported Treasury demand.
Treasuries' traditional safe-haven role has been weakened by the post-2021 inflation environment and the Federal Reserve’s policy response, though recent market movements suggest that role may gradually strengthen if inflation subsides. With a hawkish hold expected at the upcoming FOMC meeting and markets pricing in a high probability of a December rate hike, Treasury yields will likely remain sensitive to equity performance, energy prices, corporate credit spreads, geopolitical developments, and government debt issuance. There is little sign of investors seeking dollar-denominated assets when there is turmoil. Today’s economic calendar kicked off with mortgage applications falling 5.3 percent for the week ending October 16, as purchase applications declined 7 percent week-over-week and 18 percent year-over-year, while refinance applications dropped 2 percent weekly and were down 59 percent annually. Despite the 30-year fixed mortgage rate easing to 7.41 percent (the first weekly drop in over two months), borrowing costs remained high enough to weigh on demand, signaling continued weakness in both homebuying and refinancing activity.
Later today brings weekly crude oil inventories, and a Treasury auction of $13 billion in 20-year bonds. We begin Wednesday with Agency MBS prices roughly unchanged from Tuesday’s close, the 2-year yielding 4.79, and the 10-year yielding 5.11 after closing yesterday at 5.12 percent.
