    It can depend based on how the agreement is worded.  If it is not specified on the agreement, then that can be a quandry and I'm not sure, but would assume that the homeowner is usually liable unless they have specifically assigned that liability to the renter.  However, I would also assume that most lease option agreements would specify that the Lessee is responsible for utilities.
