Changes to VA IRRRL fees the borrower can pay

Does anyone know if VA has changed the policy to where the borrower can pay the underwriting fee?  VA just shows that a "lender flat fee" is allowed, but it appears that if the lender calls it an "underwriting" fee it is not an allowable closing cost.  We heard this had changed, but can't find it on the VA site.

I don't know specifically, but the new GFE going into effect on January 1st has a lump sum for lender/broker origination fee.  There is no break down of fees and there are no individual lines for specific charges.  I have been told that this applies to all loans, including VA loans.
