What to do when Lender won't help???

We've had to modifiy our loan twice in the past due to lay-off, and the modifications only raised our mortgage payments. However, for the past year, we were able to stay consistant with our payments (no lates), and asked to take advantage of the Making Home Affordable program. We've since been through credit counseling, etc, but our Lender has denied lowering our payments - stating that we have deficit funds. What can we do or who can we reach out to to help us? A rep once told us that we needed to fall behind if we wnated help at this time. I don't want to go that route and mess my credit up. Please advise...
