Wells retail does through their home equity division (or at least they did until I left last fall).

I can do a lot/land loan in WI up to 70% LTV at 5.875% with 1 point on a 3 year balloon and a 15 year amortization.  Retail only

Since land loans are risky to the lender, you will find that they require a higher percentage of down payment when approving financing. This can be as much as 50 percent for a down payment, but 20 percent is available. It is just harder to find. A riskier loan to a lender will carry higher interest rates, and some will have a balloon feature, making it all due at the end of a time period.
