Will people who made Nasty Subprime ARMs  in 2005 be able to take advantage of these new rules concerning  Jumbo rates becoming fixed rates and when. I read that the program will not start till July 2008  and it go&amp;#39;s  back to only 2007. There is a lot more people in this mess than that time period if true would help. We need help fast  especially in N.Y.  P.S ...
