Can an employer deduct credit report and other costs from an lo's paycheck?

I was under the impression that under the Frank Dodd act, and employer could not charge LO's for fees not received on a transaction that did not close. Can anyone please point me to the actual verbiage on thid, spefically what kind of penalties would be incurred by the employer for this violation. thank you

You should review your comp plan to see what it says about fees, such as who pays for credit report fees, DO fees, etc.
