Most of Bank of America REOs will be handled by local brokers. When BofA is ready to sell the property, they will assign the contract to a local company to handle all negotiations. They (BofA) do not generally negotiate directly with consumers/buyers.

Yes, Just an Kelsey said you should work with a servicer. I think Equator is Bofa's #1 servicer and then reoprep after that but if you call any foreclosure agent they should be able to help you with reo's or short sales.
