Looking for a wholesale lender in CA that I can broker either residential lot loans or constructions to permanent loans to.

I don't know of anyone doing either.  The best bet for Const - Perm is an FHA 203K or a Fanniemae HomePath or Homestyle.  Classsic Const to Perm is tough and lot loans are even harder for wholesale.  If you do find someone, do you mind posting your findings?  I would try a local bank, but you won't be able to broker it.  Best of luck.

Are they willing to pay private money rates and fees?

Pick a different County!

If the property is appraised for 600K and if you have 50% equity.  I may be able to offer you line of credit for at least 20% to 30%.  Will that help?

I'd recommend checking with Suntrust or Guild mortgage.  Suntrust may have a single close product still.
