    Can a Licensed Real Estate Agent refer a buyer to another Licensed Real Estate agent in another state? (Any state)

    Yes you can.

    Yes, you can refer clients, but you always need to check with the state laws in the state that you would be referring the client.  States sometimes have different rules and regulations.
