Refinance Loan Rates says "Yes, but get started now while rates are low. Reason being that the loan process from application to settlement can take anywhere from a few weeks to a few months.

That said rates are likely to remain low for the next eight to ten weeks, but no one can predict how low rates will go or how much longer they will remain at todays low levels. Those waiting for lower rates may experience bitter dissapointment.

Give your loan at least five to six weeks to process. Hope that rates do not rise before that time.

If your goal is to lower your monthly payment. Consolidate debts. Get cash out for large purchases or change your interest deduction expense for your taxes this may be the best time ever. Rates are at an all time low. This is the time to lock in rates and commence loan processing.
